London, 2027. This dystopian future is where humans are unable to reproduce for 18 years due to an unknown cause, threatening the survival of all species. Britain remains the only civilized country on the planet. This has led to people wanting the opportunity to migrate there. It has been transformed into a police state to manage the immigrant population, which is then placed in refugee camps. Theo Faron is a lowly government official who was once active in activism. The Fishes are led by Julian Taylor, his ex-wife. Their marriage, which ended after Dylan died during the flu pandemic of 2008, has been dissolved. The Fishes used terrorist methods in their ongoing revolution against the government in fighting for immigrant rights. However, Julian promises that they will now gain support only by talking to people. She wants Theo to make it possible for Kee, a young female immigrant who is in need of transit papers to reach the coast using his network. Although initially reluctant due to the difficulties, Theo was able to give Julian the favor. However, he is now required to join Kee’s journey. Theo and Kee learn more as they travel along the same journey. Theo discovers the reasons Kee must get to the coast and the reality that not everyone knows the exact destination.
